French public institutes and the Erasmus+ programme offer a large number of scholarships for foreign students to help them finance their studies in France and Europe.
CAMPUS BOURSES: THE INDISPENSABLE TOOL FOR FINDING FUNDING
Campus Bourses (Campus Scholarships) provides information on the scholarships offered to foreign students. The tool lists all of the assistance provided by the States (French and foreign), regional authorities, companies, foundations and institutes of higher education. THE FOREIGN MINISTRY'S SCHOLARSHIPS
The French Foreign Ministry awards many different scholarships to foreign students. 25% of these scholarships are directly financed by the Ministry in the framework of Eiffel (for Master's or Doctoral level studies) or Major programmes (for the best foreign students who have graduated from French high schools abroad). The rest are provided by France embassies abroad.

THE MINISTRY OF HIGHER EDUCATION'S SCHOLARSHIPS
The French Ministry of Higher education and Research also awards scholarships to some foreign students, based on social criteria. To be eligible, students must have been residing in France for at least two years and be paying taxes in France. The Ministry also finances doctoral contracts managed by the Doctoral schools.
In France, public research is split between institutes of higher education and public organisations such as the CNRS (National Centre for Scientific Research) which covers all fields of research, the IRD (Institute for Research and Development), the ADEME (Environmental and Energy Control Agency) and the IFREMER (French Research Institute for Exploitation of the Sea). In partnership with the regions, these public bodies finance research allocations for doctoral and post-doctoral students.
Finally, some institutes of higher education offer scholarship programmes to enrolled foreign students. To find out more, contact their international relations department.
THE ERASMUS+ MOBILITY SCHOLARSHIPS FOR FOREIGN STUDENTS
Erasmus + is a European Union programme that supports education, training, youth and sport. Through it, over two million students can benefit from a mobility bursary in Europe: it covers the 2014-2020 period, with a budget of 14.7 billion Euros.
The Erasmus Mundus joint Master's offer is a study programme that awards scholarships to the world's best students for one or two years, regardless of their field of studies. To receive one, these students must take their master's programme in at least two countries participating in the programme. Several French institutes of higher education offer joint Master's programmes.
In the framework of bilateral agreements between institutes of higher education, Erasmus+ also offersmobility scholarships from and to France. They cover removal and accommodation costs. Find out more from the institute you are enrolled in.
Every year, about 10 Ghanaian students are awarded a scholarships after applying for the Erasmus Mundus Joint Masters program.
Application for these programs are conducted every year from OCTOBER to JANUARY for most programs and for some few ones till MARCH. Start the process early....

A panel of experts has selected you from among many applicants to benefit from an EIFFEL excellence scholarship of the French Ministry for Europe and Foreign Affairs. I - THE SCHOLARSHIP
Campus France, the French Agency for the promotion of higher education, international student services and international mobility, is responsible for managing and monitoring your academic program in France. In order to become familiar with your rights and obligations, we invite you to read the following practical information.

1 - Duration of the Eiffel scholarship
Master’s level :
- The Eiffel scholarship is granted to cover a predefined number of months in order to help the recipient follow the academic program for which his/her application has been granted. Students must comply with the academic requirements of each academic year in order to continue benefitting from the scholarship.
- Apart from language training, the scholarship shall not exceed 12 months for a Master’s 2 level, 24 months for a Master’s 1 level and 36 months for an engineering degree.
- Should the student wish to take an intensive language course beforehand, the Eiffel scholarship duration can be extended by a maximum of two months, if this is clearly indicated in the application. The Eiffel scholarship does not cover the cost of such language courses.
- The scholarship may cover internship periods of no more than 25% of the total duration of the master program (please see “duration of the scholarship” at page 4 of the application file)
- The internship period must be an integral part of the course and be referred as mandatory in the higher education institution curriculum. If the internship is not mandatory or exceeds the 25% of the master duration, the scholarship will be interrupted.
- The academic program is only covered by the Eiffel scholarship for periods taking place in France.
- If the academic program includes an international academic exchange, in a different institution, the scholarship shall be suspended for period spent abroad, with deferral of the scholarship.
- If the academic program includes an international academic exchange in the same institution, the scholarship shall be suspended during the period spent abroad, without deferral of the scholarship.
- Gap years are allowed, but not financed.
- If the student signs an apprenticeship contract or a professional training contract, the scholarship shall be automatically terminated.
PhD level:
- The Eiffel scholarship is awarded for a maximum of 12 months.
- Only law students can take French language courses alongside their studies. This must be clearly requested by the Institution in the application.
- If the language course is not clearly requested in the application, it will not be granted afterwards. The Eiffel scholarship does not cover the cost of such language courses.
- With the approval of the Selection Commission, the scholarship can be divided into 2 or 3 periods in France of 3 or 4 months each. The scholarship can be divided over a maximum of 3 calendar years.
- The Scholarship covers one round-trip international ticket.
In order to receive the first instalment of the monthly allowance, students must have started their academic program at the host institution in France.
Higher education institutions are responsible of immediately informing Campus France of any relevant event that may delay the student’s graduation.
2 - Benefits of the scholarship
- Tuition fees are not covered by the Eiffel Program. Educational institutions are expected to provide students the best financial support..
- Students admitted to public educational institutions are, as French government scholarship holders, exempted from enrolment fees.
- Master’s level : Eiff The Eiffel scholarship consist of a monthly allowance of €1,181 (a maintenance allowance of €1,031 and a monthly stipend of €150). In addition, the program covers various benefits including a round-trip international ticket, Health insurance and cultural activities.
Students may also benefit from a housing allowance.
- PhD level : The Eiffel scholarship includes a monthly allowance of €1,400. In addition, the program covers various benefits including a round-trip international ticket, Health insurance and cultural activities.
Students may also benefit from a housing allowance.
Payment modalities : The scholarship is paid monthly by wire-transfer on a French account that the student will open at the start of the academic program.
The bank account number (IBAN, BIC) must be communicated to Campus France.
II - OTHER SERVICES
1- Accommodation
You may ask Campus France to help you find accommodation in CROUS; or private student residences (Île-de-France region only).
2 - Housing allowance
- Private housing: If you are not living in a university residence but in private housing, you can benefit, at your request, from an additional housing allowance. You just need to send the receipt of the first rent payment mentioning your name and address and a copy of the housing contract within the 3 months following signature of the housing contract.
- Housing allowance amount: The amount of allowance, regardless of the location, is €115 per month.
- Special case of students in Paris and the Paris region: since October 1st, 2003, students housed by Campus France in France in a regulated residence cannot benefit from the €115 housing allowance. The rent is already partly subsidized by the Eiffel program.
The amount of the subsidy depends on the residence.
- Termination of the housing allowance: If you decide to leave France during your studies or internships and leave your housing in France, the housing allowance will be suspended.
- During a gap year, the housing allowance will also be suspended.
3 – Travel
- The international flight ticket to France is covered by the French Ministry for Europe and Foreign Affairs only for scholarship recipients living out of France at the time of their selection. Campus France is in charge of providing the flight ticket.
- Special case: For PhD students who are allowed to divide their scholarship in several stays or periods, only one round trip will be provided.
The travel benefit is provided as follows:
- International transport: a round-trip international ticket Country of origin - France;
- National transport: a train ticket to the first study location; a train ticket from the last study location to the airport for the return to the country of origin;
- Local transport: reimbursement of up to a maximum of €50 of the trip between the airport or train station and the first study location (taxi or public transport);
The student has a maximum of one year after the end of the scholarship to assert this right to repatriation.
Purchase of the return ticket by Campus France or reimbursement if the ticket is purchased by the student. The reimbursement must respect an average costs criteria which varies according to the geographical zone
III - HEALTH INSURANCE COVERAGE
Campus France provides its own Health insurance for the time needed to register to French Social Security.
Students must register on the following website https://etudiant-etranger.ameli.fr/#/ In order to benefit from the French Social Security.
The website is available in French and English.
European students with a European Health Insurance Card do not need to do anything else, even if they start their studies in France in the academic year 2019/20. They continue to have access to healthcare in France and their medical expenses can be partly reimbursed as if they were in their home country.
In addition, it is mandatory to register in a students' Mutual health insurance plan. Campus France will refund up to €264.
IV - CULTURAL ACTIVITIES
Campus France offers:
- Weekend trips, so that you can relax for a day or two, meet other students and explore a French city, French region or an European capital;
- Short stays of 3 to 4 days. It is a touristic and cultural discovery of a region of France or an European capital in a relaxed and friendly mood;
- Sports, recreational and leisure opportunities;
- Shows and performances to give you a glimpse of French cultural life.
Two catalogs per year are available in your personal space on our Website. All activities benefit from special rebates to adapt them to student budgets. The Reception and Offers service is available at culture@campusfrance.org
V - OBLIGATIONS
THE STUDENT HAS RIGHTS, BUT ALSO OBLIGATIONS:
- The Eiffel scholarship is awarded for an academic program which purpose and duration are predefined.
- For Eiffel scholarship recipients, participation to classes and activities of the academic program is mandatory. It is also compulsory to attend all exams and comply with regulations of the host institution.
- The Ministry for Europe and Foreign Affairs has the right to terminate all payments of the scholarship if the recipient's activities do not comply with the objectives of the program.
- Eiffel scholarship recipients must send registration certificate to Campus France of the current year as soon as the program starts.
- Eiffel scholarship recipients must inform Campus France in advance of any internship or study journey planned abroad.

ENS Paris-Saclay international scholarship program
École normale supérieure Paris-Saclay, is pleased to announce the launch of its international scholarships program.
The program is aimed at international students planning to:
- - Complete a first year (M1) or a second year (M2) of a Master’s degree;
- - Carry out research at one of the ENS Paris-Saclay laboratories, as part of their PhD and or joint-PhD research work.
- - Carry out research (research stay) for a maximum of 6 months period in one of the ENS Paris-Saclay laboratories for students, in their last year of Bachelor to PhD, already registered in an university abroad.

Initiative D'Excellence (IDEX) scholarship
Applications to this program are open to foreign students (i.e. students currently enrolled in a University outside France) who apply to one of the Masters offered by the following higher education and research institutions:
- Ecole Nationale Supérieure d’Architecture de Grenoble (ENSAG),
- Grenoble INP,
- Sciences Po Grenoble,
- Université Grenoble Alpes (UGA).
Applicants can either apply to the first year of a Master or for the second year of a Master. The amount of the scholarship is 8000 euros for the academic year. If one of the two semesters is dedicated to a funded internship, the amount of the scholarship is reduced to 5000 euros.
The selection of the candidates will mainly take into account their academic record and their material situation.
Application for the IDEX Universite de Grenoble Scholarship is open.

The application process is as follows:

Université Paris Saclay International Master's Scholarship
Université Paris-Saclay aims to promote access for international students to its Master’s programmes, delivered by its member institutions, and to make it easier for highly-qualified international students to join the University, especially for those wishing to develop an academic project through research up to the doctoral level.Scholarships will be awarded for the upcoming academic year. Established with the IDEX funding of the 3rdProgramme Investissements d’Avenir, and awarded based on academic achievements, these scholarships are aimed at students admitted to Université Paris-Saclay Master’s programmes, and enrolled at one of the following member institutions: AgroParisTech, CentraleSupelec, ENS Paris-Saclay, INSTN-CEA, IOGS, Université d’Evry Val d’Essonne, Paris-Sud University, Université Versailles St-Quentin.
These scholarships are awarded for 1 or 2 years to students enrolled in a Master’s programme at Université Paris-Saclay, depending on the admission level (M1 or M2) and subject to students completing the required number of credits to advance to the next year level.
Admission to a Master’s programme does not automatically entitle students to a scholarship.
